Proposed AS constitution draft
Campus-Wide Senator Daniel Sitanggang proposed a new A.S. constitution in a special presentation.
The proposed constitution formally defines executive roles, strengthens Senate oversight of the executive branch, reorganizes Senate representation across colleges and campuswide constituencies, and establishes clearer procedures for A.S. elections, removals, and constitutional amendments.
The proposal did not pass in this week’s vote, as 34 members did not vote on the action item. It received three votes in favor, zero in opposition, and one abstention. The draft is likely to be revisited in a future session.
Resolution on federal immigration enforcement activities
The Senate passed a resolution urging the University to expand communication and transparency to students regarding Immigration and Customs Enforcement activity on campus, amid heightened national attention on federal immigration enforcement. Marshall Senator Nelly Zapata-Castillo and Sixth College Senator Zayd Azam sponsored the resolution, and it received 25 votes in favor and one in opposition, and no abstentions.
The resolution outlines specific action items for the University, including sending campus notifications, expanding distribution of Know Your Rights materials through campus offices and digital platforms, and designating safe spaces for undocumented students to go to in case of immigration enforcement activity on campus.
It also urges coordination between UCSD administration, campus police, and A.S. regarding notification procedures and student support responses in the event of ICE presence on or near campus.
Undocumented Student Services
The Senate heard a presentation from Undocumented Student Services, sponsored by Zapata-Castillo and Azam.
Undocumented Student Services program manager Dayan Castañeda Muñoz provided an overview of the center’s structure, staff, and services, including immigration legal support and “holistic student resources.”
These resources include Know Your Rights cards, emergency legal contact protocol, Senate Bill 98 — the SAFE Act — notification requirements for college campuses on immigration enforcement activity, and eligibility limitations for undocumented students seeking legal services.
Muñoz emphasized that Undocumented Student Services is unaware of any immigration enforcement activity currently occurring on campus.
Acting chief personnel officer appointment
The Senate appointed current Executive Vice President Mina Nguyen as acting chief personnel officer with 26 votes in favor, zero in opposition, two abstentions, and 10 members not voting.
The acting CPO is responsible for overseeing personnel operations, including hiring processes and internal mediation within A.S. Nguyen will remain in the position until the Senate appoints a permanent officer.
Following the previous CPO’s graduation in Fall 2025, the Senate appointed A.S. President William Simpson to fill the vacancy. Though public interviews for the position began earlier this quarter, the process is restarting; in the interim, Simpson nominated Nguyen for the role. Further details about the appointment are not confirmed.
