Item D
The council amended its senate bylaws to require a three-fourths majority vote for senators to approve the closure of a senate meeting, rather than the current two-thirds majority.
In addition, the amendment stipulated that meetings may only be closed when confidentiality becomes necessary.
The amendment was passed after previous failed attempts to bring the council within the spirit of state open-meeting laws.

President Jenn Pae
Pae reported that, despite her best effort, there will not be a beer garden at the Sun God festival on May 13. According to Pae, Vice Chancellor of Student Affairs Joseph W. Watson had previously said he did not have a problem with a beer garden provided that steps were taken to ensure safety.
Pae said that elected leaders were prepared to offer free water throughout the day, as well as check identification and provide a controlled environment with added security, including undercover officers.
Despite the precautions, the request for the beer garden has been rejected.

The council amended its election bylaws to establish guidelines for the inclusion of candidates for college-based positions in the A.S. sample ballot.
According to the legislation, it is the responsibility of the college election managers to ensure the accuracy of the statements appearing in the ballot.
