For students craving a warm meal in the depths of the misty La Jolla fog, Phở Cow Cali is an easy recommendation. Located right by UC San Diego’s Pepper Canyon, the newly opened restaurant has been bustling with eager students awaiting a hot bowl of pho.
Both the long line and the contagious enthusiasm from those patiently waiting in it were hard to ignore, so I had to check out the hype too. Floor-to-ceiling windows flooded the large dining room with natural sunlight, creating an openness that made the packed restaurant feel spacious and comfortable, perfect for a meal with parents or quick lunch before a class in Pepper Canyon.
Since I was visiting during opening week, I had prepared myself for some delayed service. But just as I was seated, my waiter brought water and menus. The staff was super quick and friendly — my food came in less than 10 minutes despite the restaurant being extremely packed with psyched UCSD students.
I started with the spring rolls, a light and refreshing appetizer that set my expectations high. vermicelli noodles, lettuce, chives, mint, bean sprouts, and shrimp were tucked inside thick rice paper. The noodles provided a soft, silky base for the herbs, while the slightly sweet shrimp added a tenderness that tied every ingredient together. The combination created a well-balanced experience for the palate, ensuring no flavor overpowered the others. On the side of the plate, I was also given a serving of peanut sauce — savory and nutty with enough sweetness to round out the freshness of the herbs.
The menu had a wide array of options — from pho to rice dishes to rice vermicelli dry noodle dishes. For my main course, I chose the pho filet mignon. The golden broth arrived hot and deeply fragrant with warm aromatics of star anise and charred ginger that wafted out from the bowl. It was $14.80 for a large enough portion that left me feeling full halfway through the dish. The bowl came with beef cuts, rice noodles, chopped green onions, cilantro, fresh bean sprouts, Thai basil, lime wedges, and sliced jalapeños. The rice noodles were soft and chewy, nicely complementing the crunch from the green onions sprinkled around the pho. Each garnish layered a new flavor, from the crunch of the sprouts to the earthiness of the jalapeños. The acidity of the lime enhanced the richness of the bowl, and a drizzle of chili oil added a gentle heat to complement the warmth of the flavorful broth. The thin, tender filet mignon slices were the star of the show, served fresh inside the steaming broth, cooking on the table in front of me. The cuts provided a rich, melt-in-your-mouth chew that elevated the dish entirely.
If you’re curious about the authenticity of the food, let the rich flavors speak for themselves. Every element of the dishes affirmed a restaurant that genuinely cares about its culture. The enthusiasm for the food was evident throughout, from the staff down to the customers. A quick interview with a neighboring table brought passionate reviews, with high praise that “the food tasted like home.”
